My apartment blows warm air in the spring. Is the unit broken?

Probably not. If your building runs a two-pipe riser it carries either hot or chilled water, never both, and management picks the changeover date. Until they flip it your fan coil can only blow what the riser is sending. If your building is four-pipe and it still happens, that is a valve or a control issue and worth a visit.

We have a two-family and only the second floor is cold.

Start with which system actually feeds it. In a lot of the older two-family houses here the upstairs was cut off an original single system rather than given its own, so the second floor is on the tail of a distribution that was never resized. We map what feeds what, then decide between rebalancing and separating the floors properly.

There is nowhere to park on my street. How does that work?
