Eligibility Is Decided Before Installation Day
Homeowners usually ask what a rebate is worth. The more useful question is what makes one payable at all, because that is where these applications fail. Incentives in this state come from two directions: statewide programs administered under the New Jersey Clean Energy Program, and utility programs run by the company that serves your meter. PSE&G and JCP&L each run their own, with their own forms, their own qualifying equipment lists and their own sequence.
Which one applies to you is set by territory, not by county line or mailing address. Two houses on the same street can sit in different utility service areas. We check the territory first, because everything downstream โ the form, the equipment list, the approval order โ depends on it.
After that it comes down to the equipment itself, the paperwork order, and the calendar. Programs are revised. The terms that govern your job are the terms in force on the day the system is installed, which is why we would rather submit early than promise you something published last season.

Every incentive application we file passes through the same checks. Miss one and the equipment can be perfect and the claim still fails.

What is the New Jersey Clean Energy Program?
It is the state-level framework through which New Jersey encourages efficient and electric equipment, with the utilities delivering programs alongside it. For HVAC it generally means incentives attached to equipment that meets a published efficiency tier, installed by a participating contractor and documented. The specifics are revised over time, so we work from what the administrators have published for the current period rather than from memory.
Do I apply for the rebate, or does the contractor?
Depends on the program. Some are contractor-submitted, some are homeowner-submitted with contractor documentation attached, and a few reduce the invoice directly instead of paying you afterwards. We handle whichever applies and tell you at the estimate stage which one it will be, so nobody is waiting on the other.
Can I get a heat pump rebate if I keep my furnace?
Often yes. Hybrid arrangements, where a heat pump does the ordinary winter and the existing furnace covers the coldest hours, are a recognised configuration and are treated on their merits by most programs. What matters is the rating of the heat pump, the certified pairing and the controls that decide when each machine runs. See electrification for how those controls are set up.
Why does my equipment need a matched-system certification?
Because a condenser or heat pump does not have an efficiency rating on its own. The published rating belongs to a specific combination of outdoor unit, indoor coil or air handler, and sometimes a particular control. Swap one part for a cheaper equivalent and the tested combination no longer exists, so there is no certified number to put on the form. That is the single most common reason a technically fine installation fails to qualify.
Does the work need a permit for a rebate?
Treat it as required. Replacing heating or cooling equipment is permitted work in New Jersey municipalities regardless of incentives, and program reviewers routinely want to see the permit and the passed inspection. A contractor offering to skip the permit is offering to disqualify your claim and leave undocumented work in your house.
Can I combine an incentive with financing?
Usually, and the two are worth planning together, because most incentives arrive after the work is finished while the invoice is due at completion. Decide the payment route on the invoice as issued, then treat any incentive as a reduction that lands later. Our financing page covers what to ask before signing anything.
How long does it take to get paid?
Longer than most people expect, and it varies by administrator and by how busy the season is. Processing runs on top of the inspection, and any missing document restarts the clock. The best thing you can do to shorten it is let the file go in complete the first time, which is what our closeout step is for.
Do commercial buildings have their own programs?
Yes, and they work differently โ often engineered rather than prescriptive, with savings calculations and sometimes pre- and post-installation measurement. Rooftop unit changeouts, controls upgrades and chiller work all have a path. Talk to our commercial team early, because the analysis has to happen before the design is locked.
